My absolute favourite line to the "I pay your salary. You don't know ****. I can legally do this and you're an idiot cop." attitude.

"Boy, it costs me nothing to be wrong. I just have to honestly believe you've broken the law. Thread is wandering too close to the political line and so I am out.
 
My neighbor was arrested and did time when the police found the parts for such a gun. The pipe had gunpowder residue and was called a "pipe bomb". You can find many web sites to support any activity you want. That does not make anything less illegal. I like home made things. But let's not make claims of "safe".
 
FWIW  There a many thousands of homemade legal homemade shotguns out there.

You can see in the gun buy-back programs that the owners of pipe shotguns who turned them in to the police were given money and not arrested or bothered.  

Is that proof?

I have never heard of a case where a legal shotgun was ever a problem.

buy-back programs are set up to be no questions, no arrests, just get the guns off the street. That doesn't make pipe guns safe or legal.

Safety with respect to blowing up has been proven in the Philippines in WWII.

You cannot blow up a pipe gun even if you tried it with the most powerful 3-1/2" turkey load.

Legal?  It's the law. Read [font=Georgia, Times, sans-serif]The [/font][font=Georgia, Times, sans-serif]Gun[/font][font=Georgia, Times, sans-serif] Control Act of 1968 (GCA) .  It clearly says what is legal.  The specs for shotgun legality are simple; minimum barrel length [size=medium][font=Georgia, Times, sans-serif]18"[/font], 26" for the over all length.  You have that, you are legal.[/size][/font]
