Better than velcro

I have used 3M Dual Lock and it is tough. Like Velcro on steroids.
 
But how tuff is the adhesive holding the strip to the roof?

I'd go with 3M's VHB foam tape (Very High Bond, #4950).

Isn't that permanent?  The people considering Velcro want to remove their panels when they need to.

In my humble opinion, the 3M stuff, in the applications where I've tried it, doesn't seem to be any better than Velcro. In fact, I'd go so far as to say it doesn't hold quite as well as the Industrial Strength Velcro. Just my experience.
 
Use the VHB to mount aluminum angle 'mounts'.
Bolt panels to those.

I believe they were talking about attaching flexible panels to the roof with Velcro.  So there would be no bolts.
