    People qualified for these positions hold graduate degrees that command salaries in this range. If the gov't wants to compete for people in this somewhat rarified field, they need to offer commensurate salaries. Nothing sinister going on here, just supply and demand.

    Which is one way the gov't funds itself. So yeah, sure, "the Fed gov't owes money to the SS trust fund" because of this. That's how bonds work. Yes, I know you know this, I just get tired of the arguments others make about how this means the trust fund is broken/empty/etc...
