Was on Bentrideronline, checking out the recumbent homebuilders forum, when I came upon a post by a guy building a velomobile. Well, the skin was to be doped (2 part urethane) ballistic nylon. There's a video posted of this sytem being used to skin a kayak.. and it shows just how TOUGH it is
Here's where you can get the kit (6 sq yards of ballistic nylon and the urethane), or just the urethane http://shop.skinboats.com/2-part-Urethane-System_c5.htm
Yup, $135 might look pricey, but you can also get just the urethane and maybe some nylon or canvas from an army surplus store. This stuff looks like it would work well for directly applying over foam insulation and thus making a super strong laminate structure. ..Willy.
