Ran across an article in Popular Mechanics on this.  Although the author was focused on reducing cost for S&B people in high-priced urban areas with spotty service, I think that much the content is directly applicable to mobile people:

Please add more strategies to this thread if you've got some.  For example, I've been interested in finding or building a list of the best places to get free wifi (restaurants, cafes, libraries, etc).
