All things in low Earth orbit will come down, it's the nature of such things. Since our leaders saw fit to stupidly discontinue the Shuttle program without having a non-black follow-on system, we no longer have the ability to move a satellite to higher orbit once it begins to decay. Also, such devices usually have a finite 'life time'. Same with Hubble, it has always been known it would not last forever. It's technology is old too, for such systems. We can launch a better platform to replace it. Be nice to park it in a stable orbit, maybe one of the Lagrange Points, so it would stay there forever, but that may be too far for such things, I don't know. I have a buddy where I worked who was on the NASA team for data retrieval from the Apollo and Shuttle programs, maybe he'll have more knowledge of that.
