I'm pretty sure it doesn't need to be built out to be considered a passenger vehicle, it just needs a camper shell.

That didn't work for me Tradesman.  I tried when I first went to register it almost 6 years ago   I showed it to them, but they didn't even want to look.  Canopy with nothing in the bed at all.  But still wasn't considered Passenger Vehicle.
