Originally I was going to install the typical "1x2's screwed to the floor frame up" or a version of it for my floor, followed by plywood.  However, would there be any fault in just putting down a 3/8' piece of plywood before laminate flooring going on top.  I ask because my floor ribs/protrusions stick out about 3/8'' to 1/2"  already, so I thought perhaps this would suffice had any water intrusion occurred.  Please advise.

I don’t see a problem with just laying 3/8 ply over the ribs. If it was me I would then add foam board then the laminate flooring.
