Recumbent trike and a mid-gear setup or internal gears + cassette. can go as slow as you want without falling over and just spin them pedals. ..Willy.

Very COOL! My biggest concern for this unit would be high winds. I would imagine it could be blown away much like a large cardboard box.
OTOH, I think this might work well behind a motorized scooter too. I've seen other trailers towed behind them, so why not this? ;-)
