I cannot give specifics on dentist in TJ but can offer some general observations that perhaps might help.
Tijuana is a funny place. Funny as in interesting and diverse. I've spent quite a bit of time there when I was stationed in CA (USACE) though it was some years back. It's a huge city, gov stats say 1.3 million inhabitants though I'd guess that conservative with a huge flux in population.

The main centro area is pretty garish, devoted to tourists and the (ahem) SD naval base. There are outlying areas though that are far different. One is Los Playas de Tijuana, the beach area. Can't say about today but it used to be a real gem, totally underused and fairly pristine. (yes pristine, a word not often associated with TJ) I would often go there and watch most of the tourist beach crowd from Cali fly by on their way further south to Rosarita and Ensenada.

Also near the beaches is the medical district. There is a vibrant alternative medicine community happening in TJ. I was pleasantly surprised by the seemingly routine amount of treatment going on there, the variety of clinics, types of treatment and the steady flow of patients from the north. It was interesting that people found treatments there either not available in the US, sanctioned by the AMA, or at a greatly reduced fee structure. A side bonus that I availed myself of when there was several surprisingly good health food stores in that area that offered real food at reasonable prices.

I hope this in some way helps.
PS: Sometimes after I got to know the score there, I would not drive into MX and on those occasions I would to drive to Chula Vista, reasonably park my rig at an RV sales and storage that was one block from the border trolley, walk across the border and take one of the many inexpensive alternatives to get around, IE: taxi, combi van or route bus.
