    If this system were mine i would cover panels w/a blanket and pull wires going in at charge controller. Take off blanket and test voltage here w/voltmeter and see if it's higher than 13.9 volts. If it is you have a bad charge controller. If not measure voltage at panels which should be 20 volts...

    If the bath is basically solid i'd hesitate to rip it all out. If the black tank and its mount are all solid get to a RV dump station and hose it down into tank w/ dump valve open.     anm, I should have been more clear but yes your DC panels are still putting out power but the circuit in the controller is open so this power just "Dead ends", no place to go. Just disconnects from panel(s).

    While power is still produced your charge controller eliminates it so as to not overcharge batteries. This is where you could "Sink" that excess power into a hot water heating element or pump water from a well for example.
