Pretty sure the OP is scouting out places for a permanent dwelling, not year round camping. Summer and winter average highs swing ~35F in the southern mountains. 50F in Jan and ~85F in July at 7k ft.

Since I very much prefer to camp in places where cell signals are still in the 0-1 bar range, this might work for me. I read that if you exceed the 50GB limit, the cost is $1/GB which isn't that onerous.
The further south you go, the more moderate the summer/winter variation is. I don't know your criteria besides climate, but there are several smallish towns at altitude in southern NM and AZ you might like. Even Alpine/Ft Davis in TX.

Most nomads do this. They just park on public land in between trips.
Heading to the desert for a few months in winter would be a good idea. Your land will be cold and possibly snowy then. It's also a good place to find potential land-mates that you can hang out with and talk to in person.

Bob, I'm pretty sure there is a county wide code for waste disposal. You can park on the land but it is not legal without a septic or other approved means of dealing with waste.
You said in another post that there was a particular association or community also. Have you checked their rules...
I'd echo what others have said, and add that 1 acre is a very small parcel in the boonies to be sharing.
Last I looked Apache is pretty accommodating to "camping on your land" but a septic is still required, or special approval of alternatives... unless you want to just see if you can get away...
